The RSC in Budapest provides legal, contracting, financial and management support, as well as administrative services to USAID missions in the Balkans, USAID program in Cyprus and USAID offices in Brussels and Geneva. In addition, the Center assists emerging donors in Central and Eastern Europe in establishing their own development assistance programs. The RSC is a major services hub for USAID, with the second largest number of financial transactions processed and management responsibility of the largest number of awards worldwide outside of USAID headquarters in Washington, DC.

Mr. Leong served most recently as Chief of Foreign Service Personnel at USAID headquarters in Washington, DC. Prior to that, he served as Deputy Mission Director for the USAID Mission in Kosovo from 2003 to 2006.
